the d.c. sniper case. >> after scattered shootings here and elsewhere, four people were shot in just for hours on october 3 -- two hours on october 3 all in montgomery county. kristin fisher is live in silver spring with more. >> reporter: this is the scene of the third shooting of the morning ten years ago today. a housekeeper was just reading a book sitting on a bench outside this restaurant in silver spring when she was shot and killed. no one knew what to make of it. in fact the first person to call 911 callly thought it was a suicide. listen to the 911 tape. >> yes. >> i need an ambulance and police at leisure world plaza at the -- by the post office. a girl just shot herself. >> that caller thought it was a suicide but a second 911 caller wasn't so certain. >> you don't see a weapon?

>> no. >> as soon as we realized it was not a suicide, it was apparent it was not a suicide, then we start thinking this is not -- there's something unusual happening here. >> reporter: that was tom carr, the former montgomery county fire chief. he said the shooting that happened here, the third one of the morning was when everyone knew something was seriously wrong, that someone was targeting innocent random people. for the next 23 days, we were all stalked by a pair of snipers. we hid behind gas pumps while fueling our cars. we ran into stores and zig- zagged through parking lots while running errands. our kids weren't allowed to play outside. in total ten people were killed and three other victims critically injured in the d.c. area before police finally arrested john allen mohammad and lee boyd malvo. mohammad was executed three years ago but malvo was sentenced to life in prison without the possibility of parole. last week he gave an exclusive interview to "the washington

post" about why he did what he did ten years ago. i'll have excerpts from that interview coming up in half an hour at 5:30. mike, andrea? >> kristin fisher. we're all remembering where we were and how we felt about the time of ten years ago. a man prosecutors call a known member of the crypt gang has been convicted in montgomery county. investigators say 22-year-old tayshon powell instigated and took part in an attack last april. the victim reportedly showed up at a germantown parking lot to settle a beef over a girl when he was beaten up. prosecutors say a woman in the group recorded the attack and then uploaded it to facebook. powell's grandmother calls his conviction on assault and robbery charges a case of racial profiling. he's scheduled to be sentenced in december. six other defendants took plea deals. it locks up your computer screen and makes you believe you're getting a message from the f.b.i. but it's really an e-mail scam trying to steal your money. peter walden got a message on

his computer saying the f.b.i. had blocked his computer claiming he had done something illegal online. but walden got a little bit suspicious when the message also said to unlock his screen, he had to make a $200 payment with a prepaid money card within the next 72 hours. then he noticed the message heading that read federal bureau investigation, not federal bureau of investigation. an f.b.i. spokeswoman said the bureau never asks americans for money. the d.c. council has introduced what would be a landmark amendment to the city's charter. it would grant the district government the power to spend local tax dollars without congressional approval. the council plans to vote on this by december. then it would go before d.c. voters next spring. if passed, congress or the president could still squash it while the entire council signed on to the deal, d.c. delegate eleanor holmes norton opposes it. she says she'll keep pushing congress to pass a budget economy bill. five minutes after 5:00. time for the latest your money

report. >> jessica doyle is here with today's headlines. good morning. >> good morning. this is the biggest part of the economy where the white collar jobs are created. dat institute for supply management -- today the stews for supply management releases its index for september. that could provide a hint about friday's big monthly reports that everybody is watching. wall street had a mixed finish yesterday. checking the numbers. the dow stands this morning at 13,482. the nasdaq down by six points and the s&p 500 was up by about a point. ifif our -- if you headed to the auto dealership, you had a lot of company. car buyers stormed the showrooms in september. auto sales hit their highest level in more than four years. people are finally getting rid of the old aging cars and car loans are getting easier to secure. in the meantime don't expect any cheap iphone 5 power

adapters. you could buy cheap knockoffs but it turns out the new connector that apple is using on the iphone 5 is much, much harder to fake. you like my iphone 5 case. this is from speck. these are some of the first ones to come out for this. normally i have a battery backup on this. that's not available yet because they're having trouble duplicating this power adapter inside. >> it will be interesting to see how many companies finally get into what they need to do. then maybe the price will come down because right now it's pricey to get the adapter. >> it's $19 to $35. the thing i like about this case is you can flip this little bad boy down so it makes it easier. you can use it as a stand. i don't know if you can see that. i like it and it's pink and my daughter thinks i'm cool. >> that's all that matters.

right now beverly farmer with timesaver traffic. thankfully no big issues as far as incidents are concerned, just the challenge that the weather presents this morning. it will take extra time absolutely but so far accident free. southbound 270 volume is light heading out of frederick and germantown aside from the fog factor and wet pavement running smoothly down toward rockville. your next check of timesaver traffic at 5:18. back to you. >> thanks a lot. here's what's making news at 5:11. investigators are scouring a rugged area along the u.s.- mexico border for evidence in tuesday's killing of a border patrol agent. 30-year-old agent nicholas ivy was killed and a second agent was wounded. this is the third killing of an american boarder patrol agent this year. the mystery of what happened to jimmy hoffa has not been solved. police near detroit dug up a concrete slab last week based on a tip and tests showing something was under that concrete but soil samples tests show no trace of human remains. the teamsters boss disappeared

so a very muggy morning out there. i want to show you the national temperatures for the afternoon. these are the forecast highs. look at montana. a shot of cold air is coming down. looks like we're going to get some of that by later in the weekend into early next week especially. out ahead of it we'll be near 90 in north platt, nebraska. the warmth will be with us for a few days to come. the west is quiet although rain and now some snow showing up in montana. the southeast we still have this flow, this tropical moisture across florida, coastal carolinas. this looks like it may bring some showers to southeastern virginia, more so than here but some of the cloudiness with that certainly will be with us on and off throughout the day. future cast is fairly quiet thankfully this morning. we do see a spotty shower. for the afternoon, though, we may see some sunny breaks but also the spotty shower here and there. not exacting all that much to go o. quiet tonight with the clouds. then tomorrow we start cloudy, maybe a shower south and east and in the afternoon looks like we're going to turn somewhat

again an isolated shower could pop up. there are dense fog advisories in the northern shenandoah valley and also from annapolis up through baltimore and northeastern maryland till 8:00 this morning. nothing around washington. even though we've got advice i can'ts now down to -- visibilities down to a quarter mile at national and dulles. quarter mile in baltimore. annapolis has improved to three- quarters and quarter mile visibilities in many, many areas. a quick look at temperatures or doppler before we go. it is all quiet. the showers have lifted north and east. let's check in with beverly at 5:29. she has timesaver traffic. the wet pavement, the fog, it is going to slow your commute down but so far the beltway between springfield and tysons returning at a decent pace. all the overnight road work in annandale and tysons out of the way. here's a live shot just north of route 236, liver river turnpike moving smoothly in each direction. northbound 95 only building volume stretches north of fredricksburg into quantico. 395 you head north past landmark, shirlington, the

candidates say. we'll also live stream the debate on our website. then you can watch 9news now at 11:00 for the most comprehensive and accurate debate coverage and analysis. ten years ago today a string of shootings in montgomery county that sparked the d.c. sniper case. they weren't the first murders the snipers committed but it was the first time they carried out so many attacks in such a short period of time. 9 news now reporter kristin fisher is live in silver spring with more on a look back. good morning. >> reporter: good morning, mike. well, ten years ago, today was the day that law enforcement really realized they were dealing with a person or persons who was targeting innocent random people. it was the shooting that happened here that really brought that grim realization into focus. there had already been two other shootings this this morning in montgomery county, the one the night before. around 8:45, sarah ramos, a 34-

year-old housekeeper was sitting reading a book outside the scripps and -- crisp and juice restaurant when she was shot. no one knew where the snipers would strike next. >> you didn't want to go outside. >> a lot of parents i can remember them, it reminded me of 9/11. everyone was afraid. >> reporter: finally after three weeks of terror, police arrested john allen mohammad and lee boyd malvo. mohammad was executed in 2009 but malvo is still in prison. he spoke to "the washington post" about why he did what he did and how he felt about it a decade later. it was a disturbing interview and he recalled the moment when linda franklin, one of the victims was shot and killed outside a home depot. he described the husband's

eyes. he said it was the worst sort of pain i've ever seen in my life. life. you feel like the worst piece of scum on the planet. so bizarre, almost surreal to hear about what he was thinking as he was doing what he was doing ten years ago today. malvo has been sentenced to life in prison without the possibility of parole. mike? >> thanks, kristin. kristin fisher live this morning. today a civil lawsuit over a deadly crash is scheduled to go to trial. rico richardson was the only survivor from a fiery crash in chevy chase circle. the lawsuit filed on his behalf claims police caused the crash last march when they rammed the vehicle. police pursued the car after derping it had been stolen. the two young men in the back seat died when they couldn't escape the burning car. the driver also died. after the crash police say they had no evidence any patrol car had come in contact with that

stolen toyota echo. richardson facing criminal car theft charges. the department of homeland security is disputing the findings about multibillion dollar information sharing program created after the 9/11 attacks. the bipartisan senate review says the program improperly collected information about innocent americans. congressional researchers also say it produced little valuable intelligence on terrorism. good morning. it's 5:35. if you're just waking up it's time for another your money report. >> jessica doyle is back and she's talking about babies. >> you may be wondering what does a your money report have to do with babies, the cute littleburgly babies. turns out there's a real connection between how we feel about our money situations and whether we think we can afford to start or expand our families. because ever the weak economy, the american birth rate fell for the fourth year in a row. last year marking the fewest births in the u.s. since 1998. but there is a silver lining here. the slump for 2011 was just 1%.

water. you start to get some bubbles to pop. that's what i think we'll see here but not too many. not too much in the way of fog returning. during the day on thursday, could be an isolated shower south and east in the morning. the warning looks decently sunny and another day with high temperatures in the 80s. remember that cold shot i showed you? looks like some of that gets here late in the weekend into early next week. 85 today with afternoon sun and an isolated shower after the morning fog burns off. 60s to near 70 for a low tonight. tomorrow 82. again we could have some clouds in the morning. better chance of sun for the afternoon. nice on friday. also about 82. the weekend maybe a stray shower saturday, 76. but skins game could have a few showers, 67. much cooler monday. monday we're going to struggle to get only to 61. it is 5:49. over to beverly farmer with timesaver traffic. certainly a challenge out there with the wet pavement and that fog factor around town. there's also a crash form of challenge on the outer loop as

media for pbs and has some advice developing socially and emotionally. it's a big cog in the wheel of trying to learn every day. we all worry about it. what are the things we can look toward to ease the transition. >> these social and emotional skills are the most important predictor of success in school and life. pbs has a new media program based on mr. rogers neighborhood but it's for 21st century kids. the idea is to develop strategies and practice them at home with your children so when they become angry, frustrated, disappointed, when they're anxious about a new experience, they have a strategy they can use. >> some of the things we keep hearing for our 2-year-old is that the transition is the hardest, whether it's just you're going to color now and you move over to a counting game. even that little transition can cause some stress. so when parents get them home after the day, how can you sort of coach them so the next day

isn't so bad? >> 2s, 3s and 4s can be very anxious, we all can be when something is new. so one of the best things parents can do is talk about what you're going to do. so talk them through where they're going. the first day of school, the first trip to a doctor. the more you can prepare them and talk them through what that experience is going to be like, give them a chance to ask questions, almost act it out, role play, we even have games on our website where kids with role play the situations but be much more comfortable and feel a little more in control of that situation. >> like our little one, communication isn't like her highest order yet. so how do you do it when there's -- there may be -- these kids aren't ready to tell you everything that's going on. do you spend time with the teacher? do you spend time with other adults that are involved in the child's life to try to get more information? >> absolutely. the more you can role play and kind of act out these situations, the more they'll develop the vocabulary for them. one of the things we discovered

with some leaves down that will make for some slick conditions as well. it's going to get better this afternoon. some sunshine, 85 and just an isolated shower. football players are often referred to as warriors. >> but the redskins got to host some real fighters tuesday. the team held its fifth annual all-star survivor celebration for women battling breast cancer. the women got a behind-the- scenes tour of the training facility in ashburn and were also treated to some new clothes, wigs, makeup and got a chance to meet rg3, alford morris and some other redskins. cancer prevention is easier than you think. that was the message at empowering women on prevention last night at the national museum of women in the arts. experts in the field of cancer, health wellness and advocacy shared their thoughts on steps women can take to reduce their risk of getting cancer. the forum was organized by the prevent cancer foundation which was established in 1985.
